Narrative:
Departed phl en route to pwn, initial altitude 5000 ft. After change over to departure control, cleared to 6000 ft due to traffic at 6500 ft at 10 O'clock position. After passing 10 O'clock position traffic, we were cleared direct ditch intersection, climb to 10000 ft. During our turn to ditch intersection I heard ATC ask another aircraft if they had a B737, in sight. At that time the TCASII gave a TA and then an RA to descend, and then to climb, climb now. As the captain started a descent, I saw the aircraft at 12 O'clock position, and below us. The captain initiated a climb, the other aircraft passed by our right side approximately 400 ft away and 100 ft below. I reported to departure we were responding to an RA and asked 'what that was all about?' he paused and then gave us frequency change to center without responding. Supplemental information from acn 480075: I observed traffic on TCASII only at our 4 O'clock position, 500 ft above our altitude approximately 5 mi away, and ATC asking if they had a B737 in sight. An aircraft answered 'traffic in sight.' just as we started our climb an RA was given to descend, descend. I started to comply with the RA and noticed the target at 11 O'clock position, and coming within the 2 mi ring (scale was set to 10 mi) still climbing and then TCASII changed to climb, climb. We never had a visual until the first officer idented it passing below traveling swbound.
Original NASA ASRS Text
Title: A B737-300 FLC HAS AN NMAC WITH A CLBING XING LEAR JET THAT WAS NOT POINTED OUT AS TFC BY DEP CTLR AT PHL, PA.
Narrative: DEPARTED PHL ENRTE TO PWN, INITIAL ALT 5000 FT. AFTER CHANGE OVER TO DEP CTL, CLRED TO 6000 FT DUE TO TFC AT 6500 FT AT 10 O'CLOCK POS. AFTER PASSING 10 O'CLOCK POS TFC, WE WERE CLRED DIRECT DITCH INTXN, CLB TO 10000 FT. DURING OUR TURN TO DITCH INTXN I HEARD ATC ASK ANOTHER ACFT IF THEY HAD A B737, IN SIGHT. AT THAT TIME THE TCASII GAVE A TA AND THEN AN RA TO DSND, AND THEN TO CLB, CLB NOW. AS THE CAPT STARTED A DSCNT, I SAW THE ACFT AT 12 O'CLOCK POS, AND BELOW US. THE CAPT INITIATED A CLB, THE OTHER ACFT PASSED BY OUR R SIDE APPROX 400 FT AWAY AND 100 FT BELOW. I RPTED TO DEP WE WERE RESPONDING TO AN RA AND ASKED 'WHAT THAT WAS ALL ABOUT?' HE PAUSED AND THEN GAVE US FREQ CHANGE TO CTR WITHOUT RESPONDING. SUPPLEMENTAL INFO FROM ACN 480075: I OBSERVED TFC ON TCASII ONLY AT OUR 4 O'CLOCK POS, 500 FT ABOVE OUR ALT APPROX 5 MI AWAY, AND ATC ASKING IF THEY HAD A B737 IN SIGHT. AN ACFT ANSWERED 'TFC IN SIGHT.' JUST AS WE STARTED OUR CLB AN RA WAS GIVEN TO DSND, DSND. I STARTED TO COMPLY WITH THE RA AND NOTICED THE TARGET AT 11 O'CLOCK POS, AND COMING WITHIN THE 2 MI RING (SCALE WAS SET TO 10 MI) STILL CLBING AND THEN TCASII CHANGED TO CLB, CLB. WE NEVER HAD A VISUAL UNTIL THE FO IDENTED IT PASSING BELOW TRAVELING SWBOUND.
