Narrative:
During initial climb after handoff to and in contact with departure control we were cleared to FL340. Climbing through 3500 ft TCASII showed TA with traffic 500 ft above us, followed by TCASII RA, 'reduce climb,' we leveled off, traffic passed overhead (indicated by TCASII) without visual contact. TCASII stated 'clear of conflict.' we then checked with departure about traffic. He stated traffic was behind us at 4000 ft without other comments. We then resumed our climb to FL340. Note: at level off TCASII showed traffic passed directly over us at 400 ft.

Title: NMAC -- AN ACR CLBING NEAR THE EDGE OF CLASS B AIRSPACE HAS A TCASII 'RA' AND MISSES ANOTHER ACFT BY 400 FT. DEP CTLR LATER HAS THE TFC AT 4000 FT.
Narrative: DURING INITIAL CLB AFTER HDOF TO AND IN CONTACT WITH DEP CTL WE WERE CLRED TO FL340. CLBING THROUGH 3500 FT TCASII SHOWED TA WITH TFC 500 FT ABOVE US, FOLLOWED BY TCASII RA, 'REDUCE CLB,' WE LEVELED OFF, TFC PASSED OVERHEAD (INDICATED BY TCASII) WITHOUT VISUAL CONTACT. TCASII STATED 'CLR OF CONFLICT.' WE THEN CHKED WITH DEP ABOUT TFC. HE STATED TFC WAS BEHIND US AT 4000 FT WITHOUT OTHER COMMENTS. WE THEN RESUMED OUR CLB TO FL340. NOTE: AT LEVEL OFF TCASII SHOWED TFC PASSED DIRECTLY OVER US AT 400 FT.
