Narrative:
First officer landing. Cleared to land runway 35C and hold short of ej. Unable to hold short, advised tower, tower acknowledged, and captain reconfirmed landing clearance. Tower reconfirmed landing clearance without hold short restr. After touchdown at approximately 120 KTS, first officer observed a B727 crossing our runway at the end. Captain questioned tower, and tower acknowledged their mistake. Captain debriefed tower supervisor, and tower supervisor stated that he was filing a runway incursion report.
