Narrative:

On approach to dpa, it was a very busy and hectic time period for the tower controller. Many planes turning off and landing. I was cleared to land on runway 10 on a right base. As I was turning final, the tower called out traffic to my left and high (a piper warrior) and instructed me to initial a right 360 degree turn, which I did. The warrior, apparently was going to land also on runway 10 and called out that he nearly missed me and aborted approach. I believe he was instructed to be #2 for runway 10 and I also believe he was not listening on his radio since the busy controller repeatedly had to ask him if he heard his instruction. Given the intense situation, it was very hard to avoid since the controller was overwhelmed with traffic and did his best. Possibly the pilot in the warrior was relying too much on the controller and not paying enough attention. It is sits like this that make me believe that my prayers are answered. I am based in dpa and the controllers are very capable and do an outstanding job.

Narrative: ON APCH TO DPA, IT WAS A VERY BUSY AND HECTIC TIME PERIOD FOR THE TWR CTLR. MANY PLANES TURNING OFF AND LNDG. I WAS CLRED TO LAND ON RWY 10 ON A R BASE. AS I WAS TURNING FINAL, THE TWR CALLED OUT TFC TO MY L AND HIGH (A PIPER WARRIOR) AND INSTRUCTED ME TO INITIAL A R 360 DEG TURN, WHICH I DID. THE WARRIOR, APPARENTLY WAS GOING TO LAND ALSO ON RWY 10 AND CALLED OUT THAT HE NEARLY MISSED ME AND ABORTED APCH. I BELIEVE HE WAS INSTRUCTED TO BE #2 FOR RWY 10 AND I ALSO BELIEVE HE WAS NOT LISTENING ON HIS RADIO SINCE THE BUSY CTLR REPEATEDLY HAD TO ASK HIM IF HE HEARD HIS INSTRUCTION. GIVEN THE INTENSE SIT, IT WAS VERY HARD TO AVOID SINCE THE CTLR WAS OVERWHELMED WITH TFC AND DID HIS BEST. POSSIBLY THE PLT IN THE WARRIOR WAS RELYING TOO MUCH ON THE CTLR AND NOT PAYING ENOUGH ATTN. IT IS SITS LIKE THIS THAT MAKE ME BELIEVE THAT MY PRAYERS ARE ANSWERED. I AM BASED IN DPA AND THE CTLRS ARE VERY CAPABLE AND DO AN OUTSTANDING JOB.
