Narrative:
I descended aircraft #1 to miss another aircraft and turned it as well. There was another aircraft at that altitude. Supplemental information from acn 481051: air carrier X on heading eastbound, aircraft Y northbound. Descended and turned for other traffic. WX deviations and single flow exiting sector causing rig overflow. No rtes for exiting aircraft, next sector needing extra in-trails, mass confusion caused by all of this. Aircraft Y entered sector without handoff.

Title: ZDC ARTCC RADAR CTLR LATE TURNING AND DSNDING TFC FOR SEPARATION RESULTING IN A LOSS OF SEPARATION.
Narrative: I DSNDED ACFT #1 TO MISS ANOTHER ACFT AND TURNED IT AS WELL. THERE WAS ANOTHER ACFT AT THAT ALT. SUPPLEMENTAL INFO FROM ACN 481051: ACR X ON HDG EBOUND, ACFT Y NBOUND. DSNDED AND TURNED FOR OTHER TFC. WX DEVS AND SINGLE FLOW EXITING SECTOR CAUSING RIG OVERFLOW. NO RTES FOR EXITING ACFT, NEXT SECTOR NEEDING EXTRA IN-TRAILS, MASS CONFUSION CAUSED BY ALL OF THIS.
