Narrative:
2 preboard passenger were placed aboard the aircraft without a flight attendant in the cabin. Ramp control did have a 'hold boarding' in progress. A customer service agent boarded passenger, regardless. He had a total disregard of established procedures and safety considerations. Corrective action: ensure all personnel abide by established procedures. Make this subject a briefing item at each supervisor meeting and/or roll call. I personally talked to the escorting customer service agent to deny boarding, which was ignored.

Title: PLT RPT, CL65, CVG-MDW. GATE AGENT BOARDED PAX WITHOUT CABIN ATTENDANT ON BOARD DESPITE CAPT'S OBJECTION. VIOLATION OF FAR.
Narrative: 2 PREBOARD PAX WERE PLACED ABOARD THE ACFT WITHOUT A FLT ATTENDANT IN THE CABIN. RAMP CTL DID HAVE A 'HOLD BOARDING' IN PROGRESS. A CUSTOMER SVC AGENT BOARDED PAX, REGARDLESS. HE HAD A TOTAL DISREGARD OF ESTABLISHED PROCS AND SAFETY CONSIDERATIONS. CORRECTIVE ACTION: ENSURE ALL PERSONNEL ABIDE BY ESTABLISHED PROCS. MAKE THIS SUBJECT A BRIEFING ITEM AT EACH SUPVR MEETING AND/OR ROLL CALL. I PERSONALLY TALKED TO THE ESCORTING CUSTOMER SVC AGENT TO DENY BOARDING, WHICH WAS IGNORED.
