Narrative:
Were given instructions to cross luvs intersection at 6000 ft. We were descending through 6300 ft and the TCASII told us to climb to avoid traffic at 5500 ft. I began to start climbing, but there was also traffic at 6500 ft, so I started to descend again and reached 6000 ft. Center was pointing out traffic at 6500 ft. I'm not sure how close we were to the 6500 ft traffic.

Title: A B1900 CAPT WAS NOT ABLE TO MAKE HIS XING RESTR AT LUVS INTXN AT 6000 FT DUE TO A TCASII RA COMMANDING A CLB BECAUSE OF TFC AT 5500 FT AND A TFC ALERT ISSUED BY ATC OF AN ACFT AT 6500 FT.
Narrative: WERE GIVEN INSTRUCTIONS TO CROSS LUVS INTXN AT 6000 FT. WE WERE DSNDING THROUGH 6300 FT AND THE TCASII TOLD US TO CLB TO AVOID TFC AT 5500 FT. I BEGAN TO START CLBING, BUT THERE WAS ALSO TFC AT 6500 FT, SO I STARTED TO DSND AGAIN AND REACHED 6000 FT. CTR WAS POINTING OUT TFC AT 6500 FT. I'M NOT SURE HOW CLOSE WE WERE TO THE 6500 FT TFC.
