Narrative:

On jul/xa/00 I was farmed out from my normal work area (inspector engine pwrplant rotating area) to the composite shop as an inspector for shop overhaul facility. Part of the duties of the shop inspector are to buy back required inspection items in the heavy maintenance facility. Composite material repair buy-backs include: flaps, spoiler, slats and other flight control surfaces. The maintenance policies and procedures section 360, required inspection items, defines these areas. The maintenance policies and procedures states that an inspector must have been trained on the aircraft type, if he is buying back a required inspection item. Air carrier management is still trying to see if I was legal to buy back a required inspection item on a spoiler panel as directed without schooling on that particular type.

Title: A B737-400 WAS DISPATCHED IN NON COMPLIANCE WITH A L WING SPOILER PANEL REPAIR INSPECTED BY AN UNQUALIFIED INSPECTOR.

THE MAINT POLICIES AND PROCS STATES THAT AN INSPECTOR MUST HAVE BEEN TRAINED ON THE ACFT TYPE, IF HE IS BUYING BACK A REQUIRED INSPECTION ITEM. ACR MGMNT IS STILL TRYING TO SEE IF I WAS LEGAL TO BUY BACK A REQUIRED INSPECTION ITEM ON A SPOILER PANEL AS DIRECTED WITHOUT SCHOOLING ON THAT PARTICULAR TYPE.
