Title: A CL65 ON APCH HAD A FLAP FAIL CAUTION MESSAGE PRIOR TO MOVEMENT OF THE FLAP SELECTOR OUT OF ZERO. CAUSE UNKNOWN.
Narrative: WHILE IN THE CVG APCH SECTOR, WE EXPERIENCED A FLAPS FAIL CAUTION MESSAGE. THIS OCCURRED PRIOR TO ANY MOVEMENT OF THE FLAPS SELECTOR OUT OF ZERO.
