Narrative:
Approximately 35 NM northwest of cty VOR, we were given clearance to climb from 15000 ft to 17000 ft. We acknowledged the clearance with 'roger, leaving 15000 ft for 17000 ft.' approximately 1 min later, we were told to level at 16000 ft stating our assigned altitude was 15000 ft. We questioned the controller, as both crew members heard the clearance. The only response we were able to get was 'ok.'
