Narrative:
While climbing out of yyz with clearance to 7000 ft, ATC advised that we could 'disregard speed restr,' as we were climbing through approximately 6000 ft. The first officer and I were somewhat distracted by this comment because the only speed restr we were aware of was the normal 250 KTS below 10000 ft. Shortly after, we realized that we had climbed through 7000 ft and immediately leveled off and returned to 7000 ft. ATC asked about our altitude as we were returning to 7000 ft and I responded that we were leveling at 7000 ft and had temporarily reached approximately 7250 ft. I asked if we had created a problem and ATC responded that we had not. In reflecting on this event with the first officer, we felt that the clearance to 'disregard speed restr' and our association of this normally being tied to 10000 ft had distracted us and led to this altitude deviation.
Original NASA ASRS Text
Title: ALT OVERSHOOT NEAR TORONTO, ON.
Narrative: WHILE CLBING OUT OF YYZ WITH CLRNC TO 7000 FT, ATC ADVISED THAT WE COULD 'DISREGARD SPD RESTR,' AS WE WERE CLBING THROUGH APPROX 6000 FT. THE FO AND I WERE SOMEWHAT DISTRACTED BY THIS COMMENT BECAUSE THE ONLY SPD RESTR WE WERE AWARE OF WAS THE NORMAL 250 KTS BELOW 10000 FT. SHORTLY AFTER, WE REALIZED THAT WE HAD CLBED THROUGH 7000 FT AND IMMEDIATELY LEVELED OFF AND RETURNED TO 7000 FT. ATC ASKED ABOUT OUR ALT AS WE WERE RETURNING TO 7000 FT AND I RESPONDED THAT WE WERE LEVELING AT 7000 FT AND HAD TEMPORARILY REACHED APPROX 7250 FT. I ASKED IF WE HAD CREATED A PROB AND ATC RESPONDED THAT WE HAD NOT. IN REFLECTING ON THIS EVENT WITH THE FO, WE FELT THAT THE CLRNC TO 'DISREGARD SPD RESTR' AND OUR ASSOCIATION OF THIS NORMALLY BEING TIED TO 10000 FT HAD DISTRACTED US AND LED TO THIS ALTDEV.
