Narrative:
Handed over to ZAU on frequency 118.22. Cleared to FL330 was passing FL307 ft in climb. Asked rate of climb and given 320 degree heading. We did ask if FL310 would help. No response. Passing FL327 to level at FL330 we were given a 270 degree heading. ATC gave another aircraft a turn. We were then given a descent to FL310. Noticed traffic on TCASII at 3 O'clock position, at 4 1/2 mi, 600 ft above us. We did get a TA. Did call ZAU after landing in msp on my own. Manager on duty said they had an operational error and thanked me for calling.

Title: FLC OF A DC9-40 WERE GIVEN CHANGE OF HEADING AND THEN STOP OF CLB AND DSCNT, DURING CRUISE ALT CHANGE. TCASII SHOWED A TARGET XING OVER THEIR INTENDED FLT PATH.
Narrative: HANDED OVER TO ZAU ON FREQ 118.22. CLRED TO FL330 WAS PASSING FL307 FT IN CLB. ASKED RATE OF CLB AND GIVEN 320 DEG HDG. WE DID ASK IF FL310 WOULD HELP. NO RESPONSE. PASSING FL327 TO LEVEL AT FL330 WE WERE GIVEN A 270 DEG HDG. ATC GAVE ANOTHER ACFT A TURN. WE WERE THEN GIVEN A DSCNT TO FL310. NOTICED TFC ON TCASII AT 3 O'CLOCK POS, AT 4 1/2 MI, 600 FT ABOVE US. WE DID GET A TA. DID CALL ZAU AFTER LNDG IN MSP ON MY OWN. MGR ON DUTY SAID THEY HAD AN OPERROR AND THANKED ME FOR CALLING.
