Narrative:
Final approach, no landing lights -- were inoperative. At the departure airport (pou), preflight was all normal including landing lights, strobes, beacon, taxi, etc. Landed on runway 14 tompkins county. Made right turn at taxiway F, another right turn taxiway onto taxiway a. Tower said 'make next left at FBO sign and taxiway east.' it looked like a taxiway not lit, no taxiway lights. I could see FBO ahead. I turned and aircraft slid into embankment. After taxiway east sign, there is a concrete retaining wall. If made that turn, possible severe injury and damage could result. Suggest barrier at that point. Placement of FBO sign and taxiway east to be evaluated for better placement. Taxiway lights in relation to the FBO sign and taxiway east sign need better placement, or add another taxi light or lights between the signs where left turn was made. Callback conversation with reporter revealed the following information: reporter stated the FAA FSDO classified the event as an incident. The aircraft sustained only a propeller strike. Reporter said the lighted FBO sign should be removed or moved closer to taxiway east. This was his first time to fly into ith.

Title: C182 PLT AFTER LNDG AT ITH ARPT MISJUDGES A TXWY TURNOFF AND SLIDES INTO AN EMBANKMENT CAUSING PROP DAMAGE TO THE ACFT.
Narrative: FINAL APCH, NO LNDG LIGHTS -- WERE INOP. AT THE DEP ARPT (POU), PREFLT WAS ALL NORMAL INCLUDING LNDG LIGHTS, STROBES, BEACON, TAXI, ETC. LANDED ON RWY 14 TOMPKINS COUNTY. MADE R TURN AT TXWY F, ANOTHER R TURN TXWY ONTO TXWY A. TWR SAID 'MAKE NEXT L AT FBO SIGN AND TXWY E.' IT LOOKED LIKE A TXWY NOT LIT, NO TXWY LIGHTS. I COULD SEE FBO AHEAD. I TURNED AND ACFT SLID INTO EMBANKMENT. AFTER TXWY E SIGN, THERE IS A CONCRETE RETAINING WALL. IF MADE THAT TURN, POSSIBLE SEVERE INJURY AND DAMAGE COULD RESULT. SUGGEST BARRIER AT THAT POINT. PLACEMENT OF FBO SIGN AND TXWY E TO BE EVALUATED FOR BETTER PLACEMENT. TXWY LIGHTS IN RELATION TO THE FBO SIGN AND TXWY E SIGN NEED BETTER PLACEMENT, OR ADD ANOTHER TAXI LIGHT OR LIGHTS BTWN THE SIGNS WHERE L TURN WAS MADE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THE FAA FSDO CLASSIFIED THE EVENT AS AN INCIDENT. THE ACFT SUSTAINED ONLY A PROP STRIKE. RPTR SAID THE LIGHTED FBO SIGN SHOULD BE REMOVED OR MOVED CLOSER TO TXWY E. THIS WAS HIS FIRST TIME TO FLY INTO ITH.
