Narrative:
Departed lax runway 24L on loop 2 departure. Cleared to climb to 15000 ft. Immediately after passing the lax VOR and flying outbound on the 041 degree radial, we noticed a diamond symbol (TCASII) on the HSI. Captain HSI showed 11300 ft altitude (absolute). First officer HSI TCASII was on relative and showed +800 ft. We both looked at our 10 O'clock position and visually spotted the traffic. The TCASII immediately gave an aural 'traffic' warning. I disconnected autothrottles and began to level off. TCASII then announced an RA and commanded 'descend.' I retarded the throttles and began approximately 400 FPM descent. We both had the traffic in sight -- an F117 stealth fighter. He was in a gradual descent and continued directly at us. F117 passed directly overhead at 11100 ft. We were at 10880 ft and zero lateral separation. Both myself and the first officer had the traffic visually throughout the encounter. It did not appear the F117 saw us. Contacted ZLA, informed them of the RA descent and of the traffic. Center said they did not see the traffic and were unaware it was there. Continued to bos, declared an near midair collision. The passenger were not informed of the near midair collision and were probably unaware of the event. Suggestions: 1) all aircraft be TCASII equipped. 2) extend TCA up to FL180 at busy airports like lax where loop type departures are common.

SUGGESTIONS: 1) ALL ACFT BE TCASII EQUIPPED. 2) EXTEND TCA UP TO FL180 AT BUSY ARPTS LIKE LAX WHERE LOOP TYPE DEPS ARE COMMON.
