Narrative:

Learjet 35 was given a clearance 'panther 5 departure' to the meril intersection. Upon departure, we were assigned runway heading which coincides with the panther departure. After being handed off to radar, we were acknowledged without further instruction. I then turned to left to follow the transition route to meril intersection. Before I could finish the turn, the radar controller gave me an immediate turn back to the right and contested that I should have remained on runway heading. Note 'a' of the charlotte-panther 5 departure procedure states 'via vector to intercept assigned radial associated with issued transition.' I believe this departure procedure has conflicting expectations and is not clear that a pilot should stay on runway heading after passing (while) assigned transition (radial).

Title: CAPT OF A LEARJET 35 FAILED TO MAINTAIN RWY HDG DURING DEP SID CAUSING A LOSS OF SEPARATION WITH ANOTHER ACFT AND DEP CTLR INTERVENTION.

Narrative: LEARJET 35 WAS GIVEN A CLRNC 'PANTHER 5 DEP' TO THE MERIL INTXN. UPON DEP, WE WERE ASSIGNED RWY HDG WHICH COINCIDES WITH THE PANTHER DEP. AFTER BEING HANDED OFF TO RADAR, WE WERE ACKNOWLEDGED WITHOUT FURTHER INSTRUCTION. I THEN TURNED TO L TO FOLLOW THE TRANSITION RTE TO MERIL INTXN. BEFORE I COULD FINISH THE TURN, THE RADAR CTLR GAVE ME AN IMMEDIATE TURN BACK TO THE R AND CONTESTED THAT I SHOULD HAVE REMAINED ON RWY HDG. NOTE 'A' OF THE CHARLOTTE-PANTHER 5 DEP PROC STATES 'VIA VECTOR TO INTERCEPT ASSIGNED RADIAL ASSOCIATED WITH ISSUED TRANSITION.' I BELIEVE THIS DEP PROC HAS CONFLICTING EXPECTATIONS AND IS NOT CLR THAT A PLT SHOULD STAY ON RWY HDG AFTER PASSING (WHILE) ASSIGNED TRANSITION (RADIAL).
