Narrative:

We were on radar vectors for ewr, ILS 4R. Approximately 3 mi from rbv VOR, the controller instructed us to hold at rbv VOR as published. We proceeded to enter hold as published. Due to extreme winds, over 100 KTS at 8000 ft and moderate to severe turbulence, we drifted off the holding pattern. It was extremely difficult to control the aircraft. The controller gave us a heading, as he said we were in conflict with other traffic. He subsequently asked what happened in reference to not being in the prescribed holding pattern. We did not see conflicting traffic and did not receive a TA or RA on TCASII.

Title: FLC OF AN MLG EXCEEDED A HOLDING PATTERN LIMIT RESULTING ATC IN INTERVENTION WITH RADAR VECTORS TO MAINTAIN SEPARATION WITH OTHER TFC.

Narrative: WE WERE ON RADAR VECTORS FOR EWR, ILS 4R. APPROX 3 MI FROM RBV VOR, THE CTLR INSTRUCTED US TO HOLD AT RBV VOR AS PUBLISHED. WE PROCEEDED TO ENTER HOLD AS PUBLISHED. DUE TO EXTREME WINDS, OVER 100 KTS AT 8000 FT AND MODERATE TO SEVERE TURB, WE DRIFTED OFF THE HOLDING PATTERN. IT WAS EXTREMELY DIFFICULT TO CTL THE ACFT. THE CTLR GAVE US A HDG, AS HE SAID WE WERE IN CONFLICT WITH OTHER TFC. HE SUBSEQUENTLY ASKED WHAT HAPPENED IN REF TO NOT BEING IN THE PRESCRIBED HOLDING PATTERN. WE DID NOT SEE CONFLICTING TFC AND DID NOT RECEIVE A TA OR RA ON TCASII.
