Narrative:
Agent verified passenger load and closed door. We received pushback clearance, pushback was completed prior to doing before start checklist in an effort to leave gate on time. On before start checklist, realized required fuel was not on board. Aircraft returned to gate, fueled and departed. I contacted chief pilot to inform him of situation and filed a company air safety report. Supplemental information from acn 485448: captain pushed back without gate release fuel. Gate agent verified passenger count but not fuel onboard as is the custom. Pushback was normal and the captain released ground crew. He then asked for the before start and the fuel shortage was caught using the checklist. Captain started #2 and returned to the gate to obtain fuel. Habit pattern interruptions contributed to the incident. Running the checklist caught the problem when it should be caught.
