Narrative:

While taxiing to the run-up area at 2r4, I stopped at the hold short line for the runway. While stopped, I did look both direction for traffic. Seeing none, I then announced over the CTAF my intentions to cross the runway. I then applied power to taxi, crossed the hold short line, when a C172 announced he was on short final. I looked again, and there was indeed an airplane on short final. As my plane was already technically 'on the active', and as there was at least a half mile between our two aircraft, I advanced the throttle to quicken my crossing of the runway at the midfield pt. I departed the runway on the other (east) side and announced this fact before the other plane touched down. I am not sure, but I believe I did commit a runway incursion. Clouds present at the time played a part as it was difficult to find the other plane, even after he announced 'short final.' the other plane was not using his landing lights. I had been monitoring the CTAF for 3 - 4 minutes prior, and did not hear the other plane communication prior to the 'short final' call. I understand that use of radios does not negate my responsibility to 'see and avoid', but it sure would have helped. Callback conversation with reporter revealed the following information: reporter reiterated that no serious conflict occurred, but suggests that the 'see and be seen program' was of great value in the past and recommends that the program be reinstituted.

Title: GA PLT EXPERIENCES RWY INCURSION AT 2R4. THE RPTR DID NOT SEE THE C172 ON SHORT FINAL, BUT WAS ALERTED TO THE OTHER TFC WHEN IT TRANSMITTED ON CTAF ON SHORT FINAL. THE RPTR ALSO CITES THE FAILURE OF THE OTHER ACFT TO USE IT'S LNDG LIGHT AS CONTRIBUTORY.

Narrative: WHILE TAXIING TO THE RUN-UP AREA AT 2R4, I STOPPED AT THE HOLD SHORT LINE FOR THE RWY. WHILE STOPPED, I DID LOOK BOTH DIRECTION FOR TFC. SEEING NONE, I THEN ANNOUNCED OVER THE CTAF MY INTENTIONS TO CROSS THE RWY. I THEN APPLIED POWER TO TAXI, CROSSED THE HOLD SHORT LINE, WHEN A C172 ANNOUNCED HE WAS ON SHORT FINAL. I LOOKED AGAIN, AND THERE WAS INDEED AN AIRPLANE ON SHORT FINAL. AS MY PLANE WAS ALREADY TECHNICALLY 'ON THE ACTIVE', AND AS THERE WAS AT LEAST A HALF MILE BETWEEN OUR TWO ACFT, I ADVANCED THE THROTTLE TO QUICKEN MY XING OF THE RWY AT THE MIDFIELD PT. I DEPARTED THE RWY ON THE OTHER (E) SIDE AND ANNOUNCED THIS FACT BEFORE THE OTHER PLANE TOUCHED DOWN. I AM NOT SURE, BUT I BELIEVE I DID COMMIT A RWY INCURSION. I HAD BEEN MONITORING THE CTAF FOR 3 - 4 MINUTES PRIOR, AND DID NOT HEAR THE OTHER PLANE COM PRIOR TO THE 'SHORT FINAL' CALL. I UNDERSTAND THAT USE OF RADIOS DOES NOT NEGATE MY RESPONSIBILITY TO 'SEE AND AVOID', BUT IT SURE WOULD HAVE HELPED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR REITERATED THAT NO SERIOUS CONFLICT OCCURRED, BUT SUGGESTS THAT THE 'SEE AND BE SEEN PROGRAM' WAS OF GREAT VALUE IN THE PAST AND RECOMMENDS THAT THE PROGRAM BE REINSTITUTED.
