Narrative:

On sep/xa/00 the pushback crew chief (ramp) asked if I would look at a panel on aircraft xyz. On the r-hand engine #2 I found the engine pressure relief panel loose and 2 aft cables broken. I looked at the surrounding areas and found no other damage. Checked adjacent panel closed and secured panel. I informed pushback crew to hold on while I went inside to check on the 2 broken cables. I went in and informed my crew chief and was told to contact air carrier maintenance technician. Upon informing air carrier technician, I was informed that it was a no-go. I told my crew chief. He told me to go inform crew, but aircraft was gone.

I WENT IN AND INFORMED MY CREW CHIEF AND WAS TOLD TO CONTACT ACR MAINT TECHNICIAN. UPON INFORMING ACR TECHNICIAN, I WAS INFORMED THAT IT WAS A NO-GO. I TOLD MY CREW CHIEF. HE TOLD ME TO GO INFORM CREW, BUT ACFT WAS GONE.
