Narrative:
An aircraft I was working (air carrier X) was given a left 360 degree turn, because the receiving sector was unable to accept the handoff. I requested air carrier X to reduce speed, and increase rate of turn. He did not comply -- and as a result, the aircraft could not be contained in my airspace. As a result, the aircraft spun into an adjacent sector, head-on with traffic Y at the same altitude. The altitudes above and below, were not available. Closest distance: 2.5 mi, 500 ft.

Title: ZNY CTLR UNABLE TO MAINTAIN SECTOR AIRSPACE INTEGRITY.
Narrative: AN ACFT I WAS WORKING (ACR X) WAS GIVEN A L 360 DEG TURN, BECAUSE THE RECEIVING SECTOR WAS UNABLE TO ACCEPT THE HDOF. I REQUESTED ACR X TO REDUCE SPD, AND INCREASE RATE OF TURN. HE DID NOT COMPLY -- AND AS A RESULT, THE ACFT COULD NOT BE CONTAINED IN MY AIRSPACE. AS A RESULT, THE ACFT SPUN INTO AN ADJACENT SECTOR, HEAD-ON WITH TFC Y AT THE SAME ALT.
