Narrative:
On the 'minks two' arrival into lga, standard crossing restr is kerno at FL260, set up in FMC well in advance. Captain started down 17 mi early but at a shallow descent rate. About 5 mi from kerno I realized we still had 3000 ft to descend. Called this fact to his attention and increased our descent rate, but still not to a maximum effort. We crossed kerno 1000 ft high. Controller didn't say anything about our altitude. No traffic seen either visually or on TCASII.

Narrative: ON THE 'MINKS TWO' ARR INTO LGA, STANDARD XING RESTR IS KERNO AT FL260, SET UP IN FMC WELL IN ADVANCE. CAPT STARTED DOWN 17 MI EARLY BUT AT A SHALLOW DSCNT RATE. ABOUT 5 MI FROM KERNO I REALIZED WE STILL HAD 3000 FT TO DSND. CALLED THIS FACT TO HIS ATTN AND INCREASED OUR DSCNT RATE, BUT STILL NOT TO A MAX EFFORT. WE CROSSED KERNO 1000 FT HIGH. CTLR DIDN'T SAY ANYTHING ABOUT OUR ALT. NO TFC SEEN EITHER VISUALLY OR ON TCASII.
