Narrative:
On oct/tue/00, I relieved atcs controller at R57 (st johns). He briefed me that the palatka MOA's were active at or below FL230 and that the aircraft inside the MOA had been spilling out. About 3-4 mins after being plugged in, I observed 4000 codes along with primary targets exit the MOA eastbound through my sector at 17000 ft and 17500 ft. I was instructed by satcs controller that he thought the aircraft were VFR. I cannot base my traffic climbing out of orlando based on the assumption that these aircraft are VFR. These aircraft transiting to and from the MOA's are F16's and F18's and are traveling in excess of 450 mph. The aircraft inside the MOA spill out frequently and turn back into the MOA. These aircraft exited the MOA with no coordination was made with me or the supervisor in charge. I feel that the current procedures allowing military tactical jets to cross a major departure corridor out of orlando, fl, is an accident waiting to happen. Where these aircraft exited and the altitude they exited at are very close to where air carrier and other aircraft are. We at the sector never know if these aircraft in the MOA are VFR or IFR and if they are spilling out or actually leaving the MOA. I never had communications with the aircraft leaving the MOA.

Title: ARTCC RADAR CTLR AT ZJX IS CONCERNED THAT MIL OPS IN AND OUT OF THE PALATKA MOA COULD CONFLICT WITH ACR TFC.

WE AT THE SECTOR NEVER KNOW IF THESE ACFT IN THE MOA ARE VFR OR IFR AND IF THEY ARE SPILLING OUT OR ACTUALLY LEAVING THE MOA. I NEVER HAD COMS WITH THE ACFT LEAVING THE MOA.
