Narrative:

The pilot of B737-500 was issued a climb to 13000 ft. The pilot read back 16000 ft, which was corrected. This is an on-going problem. It is in my opinion more frequent now than it has ever been with all air carrier's, GA, and military. We as controllers are responsible for readbacks, yet it seems pilots are lackadaisical with their air traffic duties.

Title: AN ORD DEP CTLR RPT ON LEVEL OF FRUSTRATION WITH MANY FLC'S MISINTERPRETING THEIR ALT ASSIGNMENTS DURING THE READBACK TO DEP CTLR AT ORD, IL.

Narrative: THE PLT OF B737-500 WAS ISSUED A CLB TO 13000 FT. THE PLT READ BACK 16000 FT, WHICH WAS CORRECTED. THIS IS AN ON-GOING PROB. IT IS IN MY OPINION MORE FREQUENT NOW THAN IT HAS EVER BEEN WITH ALL ACR'S, GA, AND MIL. WE AS CTLRS ARE RESPONSIBLE FOR READBACKS, YET IT SEEMS PLTS ARE LACKADAISICAL WITH THEIR AIR TFC DUTIES.
