Narrative:
PA28 X cleared runway 5R at taxiway A4. Called ground control. Ground control told PA28 to get behind hold short line for traffic on taxiway a. PA28 turned back on taxiway A4 and runway 5R and turned around to hold short of taxiway a to let beech jet Z pass. Traffic at time of occurrence was a falcon Y turning about a 2 mi right base for runway 5R. Controller involved neither coordinated with local control nor understood that a runway incursion had happened.
