Moderate traffic level. The lear was climbed to FL370. I had a northbound DC9 leveling at FL350. The cpr learjet was level at FL363 for at least 36 seconds without advising me. Conflict alert went off just prior to adep (air detection error printer.

Title: FLC OF A CPR LEARJET LEVELED OFF EARLY FOR SHORT TIME PRIOR TO REACHING CRUISING ALT CAUSING AN ARTCC ALERT ALARM AND AIR DETECTION ERROR PRINTOUT.
