Narrative:
Aircraft was loaded with freight before first light. After starting engines, I had to make a 180 degree turn to leave the parking area. I maneuvered around a parked falcon 20, then proceeded toward the taxiway. In a dark part of the ramp, I felt an impact and shut down the engines, then discovered I had hit a parked PA28. I believe I didn't see it because of the dark condition of the ramp and the lighted area beyond the parked airplane.

Title: AN ATX ATP PLT HITS A PARKED PA28 ON THE RAMP DURING A NIGHT OP TAXI OUT OF THE RAMP AT FSD, SD.
Narrative: ACFT WAS LOADED WITH FREIGHT BEFORE FIRST LIGHT. AFTER STARTING ENGS, I HAD TO MAKE A 180 DEG TURN TO LEAVE THE PARKING AREA. I MANEUVERED AROUND A PARKED FALCON 20, THEN PROCEEDED TOWARD THE TXWY. IN A DARK PART OF THE RAMP, I FELT AN IMPACT AND SHUT DOWN THE ENGS, THEN DISCOVERED I HAD HIT A PARKED PA28. I BELIEVE I DIDN'T SEE IT BECAUSE OF THE DARK CONDITION OF THE RAMP AND THE LIGHTED AREA BEYOND THE PARKED AIRPLANE.
