Narrative:
Student and instructor practicing takeoffs and lndgs. ATIS at time of occurrence, 2 mi visibility, sky clear, broken. Received SVFR clearance to stay in vicinity of dpa at or below 2500 ft and maintain SVFR cloud clearance. Upon takeoff visibility decreased during climb, at 200-300 ft AGL entered dense fog/clouds. Continued climb on heading of south to 2500 ft MSL. Called dpa and stated we were VFR on top and needed IFR clearance back to dpa. Called chicago approach and received clearance for ILS runway 1 at dpa. Received radar vectors to intercept localizer and landing made without incidence. During flight, chicago approach indicated ATIS was visibility 1 1/4 mi and 500 ft overcast. Taf report showed 25010KT 5SM br few 080 becoming 1517 P6SM nsw sct 020. Based on above taf and metar of kdpa 16004KT 2SMBR clear 12/12 A3005, it appeared we could stay close in our traffic pattern and remain clear of clouds. I could have asked for PIREPS of IFR pilots landing for visibility and clouds during the approach.

Narrative: STUDENT AND INSTRUCTOR PRACTICING TKOFS AND LNDGS. ATIS AT TIME OF OCCURRENCE, 2 MI VISIBILITY, SKY CLR, BROKEN.
