Narrative:
Repeatedly told by ATC to keep our speed up, 310 KTS or greater. Upon each ATC contact we advised of altitude and speed. When checking in with phl approach we stated 10000 ft 310 KTS. Approach stated that we should have been at 250 KTS. We had advised previous controller of 10000 ft/310 KTS which he rogered. We received descent to 10000 ft, but were never told to cross terri at 10000 ft/250 KTS. We passed this information to approach at phl. He had us slow and provided vectors off the arrival for sequencing. More coordination between sectors would alleviate the problem. No loss of separation occurred.

Title: WHILE KEEPING THE SPD UP AS REQUESTED BY ATC, CREW WAS UNABLE TO MAKE A PUBLISHED SPD RESTR.
Narrative: REPEATEDLY TOLD BY ATC TO KEEP OUR SPD UP, 310 KTS OR GREATER. UPON EACH ATC CONTACT WE ADVISED OF ALT AND SPD. WHEN CHKING IN WITH PHL APCH WE STATED 10000 FT 310 KTS. APCH STATED THAT WE SHOULD HAVE BEEN AT 250 KTS. WE HAD ADVISED PREVIOUS CTLR OF 10000 FT/310 KTS WHICH HE ROGERED. WE RECEIVED DSCNT TO 10000 FT, BUT WERE NEVER TOLD TO CROSS TERRI AT 10000 FT/250 KTS. WE PASSED THIS INFO TO APCH AT PHL. HE HAD US SLOW AND PROVIDED VECTORS OFF THE ARR FOR SEQUENCING. MORE COORD BTWN SECTORS WOULD ALLEVIATE THE PROB. NO LOSS OF SEPARATION OCCURRED.
