Narrative:
I was assigned a service check. This aircraft had a 'B' check completed 10 hours before this service check. During the service check 35 items were found to be wrong with this aircraft. This includes holes in the cargo pit floors, dents on the fuselage, oil leaking from the #1 and #3 engines and hydraulic leaks in numerous places. The panel that surrounds the APU exhaust sounded delaminated when I performed a 'tap' test on the underside of this panel in the r-hand wheel well. A maintenance foreman signed this item off without using the proper procedures in the manual and I felt intimidated by his actions while I was trying to perform my inspection. It seems to me this aircraft should not be flying passenger because the 'B' check was not done correctly and during its inspection the mechanics must have been wearing blindfolds.
Original NASA ASRS Text
Title: A B727-200 DURING A ROUTINE CHK A DELAMINATED APU EXHAUST WING PANEL WAS FOUND OUT OF LIMITS AND WAS RELEASED FOR SVC BY THE CHK SUPVR.
Narrative: I WAS ASSIGNED A SVC CHK. THIS ACFT HAD A 'B' CHK COMPLETED 10 HRS BEFORE THIS SVC CHK. DURING THE SVC CHK 35 ITEMS WERE FOUND TO BE WRONG WITH THIS ACFT. THIS INCLUDES HOLES IN THE CARGO PIT FLOORS, DENTS ON THE FUSELAGE, OIL LEAKING FROM THE #1 AND #3 ENGS AND HYD LEAKS IN NUMEROUS PLACES. THE PANEL THAT SURROUNDS THE APU EXHAUST SOUNDED DELAMINATED WHEN I PERFORMED A 'TAP' TEST ON THE UNDERSIDE OF THIS PANEL IN THE R-HAND WHEEL WELL. A MAINT FOREMAN SIGNED THIS ITEM OFF WITHOUT USING THE PROPER PROCS IN THE MANUAL AND I FELT INTIMIDATED BY HIS ACTIONS WHILE I WAS TRYING TO PERFORM MY INSPECTION. IT SEEMS TO ME THIS ACFT SHOULD NOT BE FLYING PAX BECAUSE THE 'B' CHK WAS NOT DONE CORRECTLY AND DURING ITS INSPECTION THE MECHS MUST HAVE BEEN WEARING BLINDFOLDS.
