Narrative:
Taxiing for takeoff on runway 19. Taxiway B from ramp (east) to departure end. The hold short line is positioned so that holding is parallel to runway. The crew is somewhat familiar with this, having been to this airport in the past. Both members looked for hold short line and runway sign, but we did not see it. We realized that we were getting close to runway and held well short. There was no conflict or any 'near' conflict. The unusual position of hold short line and poor painting and signage are factors -- another is nighttime.
