Narrative:
Approach control sent us to tower at the OM, never called us when we failed to switch. Landed runway 32 without clearance from tower. Early morning, 'red eye' flight. VFR, completed landing checklist, concerned about light snow flurries turning on anti-ice never switched. Tired and both of us missed/failed to receive clearance to land.
