Narrative:
During overnight maintenance on aircraft xyz the aft waste drain inner flap would not open when the release was pressed. The inner flap was replaced on the aft waste drain valve. It is unclr to me whether the maintenance manual allows a part of the valve assembly to be removed and replaced. MD80 maintenance manual 38-30-04-2 204A requires a leak check after the valve is removed and replaced. No leak check was performed after the inner flap was removed and replaced.
