Narrative:
This was the last flight of a 3-DAY trip. A (first officer, PF) briefed departure out of south bend. Leveloff at 3000 ft MSL and 90 degree right turn, need for airfoil anti-icing, short runway, etc. We took off and still both failed to leveloff at 3000 ft MSL. I was hand flying and just got distraction with the turn and IMC. Captain was very busy with radio, confign changes, anti-ice. We failed to see altitude alerter at the '1000 ft to go' alert and only stopped the deviation at the +400 alert. Not sure if it even worked! Leveled off at 3400 ft MSL. No traffic conflict. I should have used the autoplt. This aircraft has no autothrottles or altitude capture. Still would have been better. No excuses. Should have been ready for it!
