Narrative:
First officer was flying and fairly new in this airplane less than 100 hours. Also, first officer had low total time, less than 2000 hours. Autoplt was on and as it captured 6000 ft, ATC cleared us higher. First officer did not notice the altitude capture and before she could get the airplane to climb we exceeded 250 KTS below 10000 ft. I actually took over control of the autoplt and got the speed back under control. Recently we're pushing pilots through the system too fast. Our new hires are skipping the normal progression of student, instructor, corporate, cargo far part 135 pilot, commuter pilot, airline pilot. Now they are going right from C152 instructor to regional jet. Our company is now even talking about putting 250 hour pilots in our jets. It's time to look closer at this before an aircraft forces us to review this concept.

Title: FO OF A CANADAIR CL65 EXCEEDED AIRSPD BELOW 10000 FT WHEN THE AUTOPLT LEVELED THE ACFT AT 6000 FT AND AT THE SAME TIME ATC GAVE CLRNC TO A HIGHER ALT.
Narrative: FO WAS FLYING AND FAIRLY NEW IN THIS AIRPLANE LESS THAN 100 HRS. ALSO, FO HAD LOW TOTAL TIME, LESS THAN 2000 HRS. AUTOPLT WAS ON AND AS IT CAPTURED 6000 FT, ATC CLRED US HIGHER. FO DID NOT NOTICE THE ALT CAPTURE AND BEFORE SHE COULD GET THE AIRPLANE TO CLB WE EXCEEDED 250 KTS BELOW 10000 FT. I ACTUALLY TOOK OVER CTL OF THE AUTOPLT AND GOT THE SPD BACK UNDER CTL. RECENTLY WE'RE PUSHING PLTS THROUGH THE SYS TOO FAST. OUR NEW HIRES ARE SKIPPING THE NORMAL PROGRESSION OF STUDENT, INSTRUCTOR, CORPORATE, CARGO FAR PART 135 PLT, COMMUTER PLT, AIRLINE PLT.
