Narrative:
Departed phx area. Approximately 3 mins after takeoff, felt aircraft yaw. Checked engines and yaw damper indication. Everything normal when first checked. Approximately 5 mins later, felt another yaw -- this time more pronounced. #1 engine N1 was surging 1-2%. I asked first officer and company jump seater if they had felt the yaw. Both said yes. Engine settled down and continued climb to FL210. Engine started surging again 3-4% N1. Autothrottles disconnected and thrust reduced. Advised center we needed to return to phx. With autothrottle off, engine continued to surge. QRH consulted for engine surge. I asked first officer to call maintenance and dispatch for return. Jump seater was asked to confer with flight attendants and make cabin announcement. Started return to phx and amber caution light for power management control (engine #1) came on, QRH was consulted for this also. All 3 crew members very busy with QRH, normal checklist and radios. Engine surge settled down with low engine readings. Jump seater was asked to monitor engine for N1 surges on landing. Normal landing. Note: #1 engine was changed on dec/xa/00.
