Narrative:
I was on the ground at estherville, ia, and called FSS to get a clearance (void time). It was brought to my attention that I did indeed read back 4000 ft for an altitude to FSS (after tapes were reviewed), but in my mind thought 5000 ft. I checked on with ZMP and 'apparently' reported 4100 ft climbing to 5000 ft. They quickly interjected and said 'I need you to stay at 4000 ft for crossing traffic, did FSS assign you 5000 ft in your clearance?' I was certain in my mind that they did, so I said 'yes.' that was the last I ever heard about it until my director of operations brought to my attention that ZMP called about this occurrence. Let it be known that I never climbed above 4100 ft and corrected back to 4000 ft immediately. To prevent this from happening again, I will be much more cautious when copying, reading back, and complying with clrncs.
Original NASA ASRS Text
Title: A LIGHT TWIN CHARTER PLT STARTS A CLB ABOVE HIS ASSIGNED BY ZMP AND RECEIVED THROUGH FSS AT FOD, IA.
Narrative: I WAS ON THE GND AT ESTHERVILLE, IA, AND CALLED FSS TO GET A CLRNC (VOID TIME). IT WAS BROUGHT TO MY ATTN THAT I DID INDEED READ BACK 4000 FT FOR AN ALT TO FSS (AFTER TAPES WERE REVIEWED), BUT IN MY MIND THOUGHT 5000 FT. I CHKED ON WITH ZMP AND 'APPARENTLY' RPTED 4100 FT CLBING TO 5000 FT. THEY QUICKLY INTERJECTED AND SAID 'I NEED YOU TO STAY AT 4000 FT FOR XING TFC, DID FSS ASSIGN YOU 5000 FT IN YOUR CLRNC?' I WAS CERTAIN IN MY MIND THAT THEY DID, SO I SAID 'YES.' THAT WAS THE LAST I EVER HEARD ABOUT IT UNTIL MY DIRECTOR OF OPS BROUGHT TO MY ATTN THAT ZMP CALLED ABOUT THIS OCCURRENCE. LET IT BE KNOWN THAT I NEVER CLBED ABOVE 4100 FT AND CORRECTED BACK TO 4000 FT IMMEDIATELY. TO PREVENT THIS FROM HAPPENING AGAIN, I WILL BE MUCH MORE CAUTIOUS WHEN COPYING, READING BACK, AND COMPLYING WITH CLRNCS.
