Narrative:
I relieved mr X at XA00, dispatch desk ab. We had 2 flts left going to tul. Dfw was in a major ice storm -- departure delays were up to 5 hours. Flight to ord-tul was in the air and flight to dfw-tul was waiting to be deiced. I looked at the field report and it showed dry runways. I called the agent in tul and asked her to update the field report. She said it was updated and the runways were dry. I said that was impossible. I called the tower and he said 2 inches of snow on runways, braking action was good. They were plowing the runway on the hour and landing from 30 mins past the hour till on the hour. I called the general manager at home and told him to tell his agent to update the field report. After 30 mins, I updated it myself. The agent called me and wanted to know who updated the report. I said that I did and the agent screamed that the agent wanted my supervisor. I hung up. We need accurate information about the field conditions for a safe operation. This was not given to me by the tul station.

Title: ACR DISPATCHER WAS UNABLE TO GET A LCL STATION AGENT TO GIVE AN ACCURATE FIELD CONDITION RPT AT TUL.
Narrative: I RELIEVED MR X AT XA00, DISPATCH DESK AB. WE HAD 2 FLTS LEFT GOING TO TUL. DFW WAS IN A MAJOR ICE STORM -- DEP DELAYS WERE UP TO 5 HRS. FLT TO ORD-TUL WAS IN THE AIR AND FLT TO DFW-TUL WAS WAITING TO BE DEICED. I LOOKED AT THE FIELD RPT AND IT SHOWED DRY RWYS. I CALLED THE AGENT IN TUL AND ASKED HER TO UPDATE THE FIELD RPT. SHE SAID IT WAS UPDATED AND THE RWYS WERE DRY. I SAID THAT WAS IMPOSSIBLE. I CALLED THE TWR AND HE SAID 2 INCHES OF SNOW ON RWYS, BRAKING ACTION WAS GOOD. THEY WERE PLOWING THE RWY ON THE HR AND LNDG FROM 30 MINS PAST THE HR TILL ON THE HR. I CALLED THE GENERAL MGR AT HOME AND TOLD HIM TO TELL HIS AGENT TO UPDATE THE FIELD RPT. AFTER 30 MINS, I UPDATED IT MYSELF. THE AGENT CALLED ME AND WANTED TO KNOW WHO UPDATED THE RPT. I SAID THAT I DID AND THE AGENT SCREAMED THAT THE AGENT WANTED MY SUPVR. I HUNG UP. WE NEED ACCURATE INFO ABOUT THE FIELD CONDITIONS FOR A SAFE OP. THIS WAS NOT GIVEN TO ME BY THE TUL STATION.
