Narrative:
Tower cleared me 'takeoff runway 23.' I crossed active runway 5/23 and taxied directly to runway 23. The tower controller advised me that a clearance to 'taxi to' does not mean that you can cross the active. I apologized and after the flight called an instructor and found that the tower controller was in fact correct. I was briefed by the instructor and looked up the procedure in the aim. Causes: our tower just recently opened after a 4 yr closure. I was complacent with the tower now being open. I suggest that all controllers add hold short instructions to their clearance, even though the regulation is clear.
