Narrative:
Cleared by ATC to cross 30 mi west of lrp VOR at 17000 ft. Fix was crossed at FL180, descending. FMC initially indicated restr would be met, but 7 mi from the fix it was obvious it would not be. First officer has been on aircraft for 1 yr. This was my first trip after IOE. Increased awareness and more aggressive aircraft management were needed.

Title: FLC OF AN A319 FAILED TO MAKE XING RESTR DURING DSCNT DUE TO THE FMC NOT CAPTURING THE ALT AND THE FLC NOT NOTICING THE PROGRESSION OF THE ACFT TOWARD THE XING FIX.
Narrative: CLRED BY ATC TO CROSS 30 MI W OF LRP VOR AT 17000 FT. FIX WAS CROSSED AT FL180, DSNDING. FMC INITIALLY INDICATED RESTR WOULD BE MET, BUT 7 MI FROM THE FIX IT WAS OBVIOUS IT WOULD NOT BE. FO HAS BEEN ON ACFT FOR 1 YR. THIS WAS MY FIRST TRIP AFTER IOE. INCREASED AWARENESS AND MORE AGGRESSIVE ACFT MGMNT WERE NEEDED.
