Narrative:
A normal takeoff was accomplished from departure airport. We began normal flap retraction and when flaps 20 degrees was selected, there was a loud bang and the #1 engine lost power and we heard a grinding noise. We determined there was damage to the #1 engine and performed a precautionary shutdown. We returned to the departure airport. On shutdown there was noted clear ice on the trailing edge flaps. This ice was not visible to the flight crew on preflight. Ground personnel knew of ice on aircraft because of WX the previous day. Flight crew arrived in clear WX and did not know about the severe WX the previous day. Ground personnel did not discuss condition of aircraft with flight crew and did not pass along critical information that would have prevented this situation.

Title: A B727 WAS DISPATCHED IN NON COMPLIANCE WITH CLR ICE ON THE TRAILING EDGE FLAPS WHICH DEPARTED THE ACFT DAMAGING #1 ENG FAN BLADES.
Narrative: A NORMAL TKOF WAS ACCOMPLISHED FROM DEP ARPT. WE BEGAN NORMAL FLAP RETRACTION AND WHEN FLAPS 20 DEGS WAS SELECTED, THERE WAS A LOUD BANG AND THE #1 ENG LOST PWR AND WE HEARD A GRINDING NOISE. WE DETERMINED THERE WAS DAMAGE TO THE #1 ENG AND PERFORMED A PRECAUTIONARY SHUTDOWN. WE RETURNED TO THE DEP ARPT. ON SHUTDOWN THERE WAS NOTED CLR ICE ON THE TRAILING EDGE FLAPS. THIS ICE WAS NOT VISIBLE TO THE FLC ON PREFLT. GND PERSONNEL KNEW OF ICE ON ACFT BECAUSE OF WX THE PREVIOUS DAY. FLC ARRIVED IN CLR WX AND DID NOT KNOW ABOUT THE SEVERE WX THE PREVIOUS DAY. GND PERSONNEL DID NOT DISCUSS CONDITION OF ACFT WITH FLC AND DID NOT PASS ALONG CRITICAL INFO THAT WOULD HAVE PREVENTED THIS SIT.
