Narrative:
We took off from bwi and could not retract the main landing gear. All appropriate checklists were read, but the gear did not retract. We returned to bwi and landed uneventfully. Upon arrival at the ramp, the mechanic found the main landing gear pins installed. He also reported the flag on the left pin was missing -- it had been that way when he installed it, and the right flag had gotten wrapped up in the wheel well. I did not see the pins or the flags on the walkaround prior to the flight.
