Narrative:
Aircraft was on ramp prior to boarding passenger and was being fueled. First officer was obtaining WX information from ASOS and preparing to obtain clearance. While turning on power, accidentally activated starter, and propeller began to turn while fueler was fueling same wing. Fueler was approximately 10 ft from propeller, which turned several revolutions. Engine could not have started, but frightened the fueler nevertheless.

Title: FO OF A BEECH 1900 INADVERTENTLY ACTIVATED STARTER SWITCH DURING REFUELING ACFT CAUSING EMOTIONAL TRAUMA TO ACFT FUELER WHO WAS FUELING ACFT.
Narrative: ACFT WAS ON RAMP PRIOR TO BOARDING PAX AND WAS BEING FUELED. FO WAS OBTAINING WX INFO FROM ASOS AND PREPARING TO OBTAIN CLRNC. WHILE TURNING ON PWR, ACCIDENTALLY ACTIVATED STARTER, AND PROPELLER BEGAN TO TURN WHILE FUELER WAS FUELING SAME WING. FUELER WAS APPROX 10 FT FROM PROP, WHICH TURNED SEVERAL REVOLUTIONS. ENG COULD NOT HAVE STARTED, BUT FRIGHTENED THE FUELER NEVERTHELESS.
