Narrative:
Air carrier X advised he was responding to an RA and descending. I advised air carrier X that there was not any traffic in his vicinity, except for an MD80 7 mi south of his position at FL290. Air carrier X said he had traffic 400 ft above him. There were no primary returns in the vicinity of air carrier X nor any other traffic. I advised air carrier X of this again and the pilot stated he was returning to FL310.

Title: ZLA CTLR ADVISED BY B735 FLC OF TCASII MANEUVER CAUSED BY TFC SHOWN 400 FT ABOVE. ZLA ADVISED NO ACFT ABOVE B735, BUT 2000 FT BELOW.
Narrative: ACR X ADVISED HE WAS RESPONDING TO AN RA AND DSNDING. I ADVISED ACR X THAT THERE WAS NOT ANY TFC IN HIS VICINITY, EXCEPT FOR AN MD80 7 MI S OF HIS POS AT FL290. ACR X SAID HE HAD TFC 400 FT ABOVE HIM. THERE WERE NO PRIMARY RETURNS IN THE VICINITY OF ACR X NOR ANY OTHER TFC. I ADVISED ACR X OF THIS AGAIN AND THE PLT STATED HE WAS RETURNING TO FL310.
