Narrative:
Pilot reported #1 navigation inoperative on localizer. MEL'ed #1 localizer feb/xa/01. During overnight layover at ZZZ, maintenance found open wire from control panel to first shelf disconnect. Human error failed to catch the fact that this open wire would also effect VOR operation. On mar/xa/01, pilot reported of captain's VOR does not seem to work on all frequencys, would not identify and hand flags. Copilot's worked fine. This pilot report led to the discovery of the open wire on the still inoperative #1 localizer. Aircraft went down for maintenance until wiring problem was repaired. VOR and localizer operation was normal after repair.

Title: A B737-400 WAS DISPATCHED IN NON COMPLIANCE WITH THE #1 LOC TUNING DEFERRED AS INOP BUT INADVERTENTLY RENDERED SOME VOR FREQS INOP.
Narrative: PLT RPTED #1 NAV INOP ON LOC. MEL'ED #1 LOC FEB/XA/01. DURING OVERNIGHT LAYOVER AT ZZZ, MAINT FOUND OPEN WIRE FROM CTL PANEL TO FIRST SHELF DISCONNECT. HUMAN ERROR FAILED TO CATCH THE FACT THAT THIS OPEN WIRE WOULD ALSO EFFECT VOR OP. ON MAR/XA/01, PLT RPTED OF CAPT'S VOR DOES NOT SEEM TO WORK ON ALL FREQS, WOULD NOT IDENT AND HAND FLAGS. COPLT'S WORKED FINE. THIS PLT RPT LED TO THE DISCOVERY OF THE OPEN WIRE ON THE STILL INOP #1 LOC. ACFT WENT DOWN FOR MAINT UNTIL WIRING PROB WAS REPAIRED. VOR AND LOC OP WAS NORMAL AFTER REPAIR.
