Narrative:

After departure runway 12L msp, received clearance to 'turn right 240 degrees, expedite through 7000 ft, maintain 17000 ft.' at approximately 4600 ft, received TCASII TA, followed immediately by a descend RA. Complied with RA and ATC immediately changed cleared altitude to 4000 ft. Visually acquired A320 ahead and slightly above us, established 4000 ft with subsequent clear of conflict. We departed the north runway (runway 12L) due to ground congestion at msp during snow and deicing. I suspect the heading was given erroneously by the controller, who may have assumed we departed runway 12R, since our first fix was south and normally the flight would have departed runway 12R.

Title: DC9 FLC INITIATE TCASII EVASIVE MANEUVER DUE TO CONFLICT WITH AN A320 UNDER M98 DEPARTING MSP.

Narrative: AFTER DEP RWY 12L MSP, RECEIVED CLRNC TO 'TURN R 240 DEGS, EXPEDITE THROUGH 7000 FT, MAINTAIN 17000 FT.' AT APPROX 4600 FT, RECEIVED TCASII TA, FOLLOWED IMMEDIATELY BY A DSND RA. COMPLIED WITH RA AND ATC IMMEDIATELY CHANGED CLRED ALT TO 4000 FT. VISUALLY ACQUIRED A320 AHEAD AND SLIGHTLY ABOVE US, ESTABLISHED 4000 FT WITH SUBSEQUENT CLR OF CONFLICT. WE DEPARTED THE N RWY (RWY 12L) DUE TO GND CONGESTION AT MSP DURING SNOW AND DEICING. I SUSPECT THE HDG WAS GIVEN ERRONEOUSLY BY THE CTLR, WHO MAY HAVE ASSUMED WE DEPARTED RWY 12R, SINCE OUR FIRST FIX WAS S AND NORMALLY THE FLT WOULD HAVE DEPARTED RWY 12R.
