At rotation, captain's flight instruments became inoperative (airspeed, altimeter, flight data information on eadi). Xferred control of aircraft to first officer. While troubleshooting problem at 10000 ft, master caution light with equipment and forward cargo lights on. Concerned that water was entering lower electrical bay and that first officer would lose his instruments, so declared emergency and landed overweight at iad. Iad WX was 120vr4ra 070 degrees at 19 KTS, gusting to 35 KTS. First officer flew approach and captain landed once in visual contact with runway. Uneventful landing at 123500 pounds, 30 degrees flaps.
