Narrative:

My student and I were on an IFR cross country training flight from ojc to sln. Approximately 25 mi east of the sln VOR, ATC advised us that radar contact was lost and to report 2 mi east of the sln VOR. At 7 mi east, ATC informed us that radar contact was re-established and the controller was upset that we had not reported 12 mi east of the VOR. She stated she told us to report 1-2 (one-two) mi east. Both my student and myself understood report 2 mi east. Therefore, we did not report since we had not arrived to that position yet. I would have to listen to a tape of the conversation, but somewhere there was a misunderstanding from which location to make the report.
