Narrative:
We were in level flight on radar vectors to oakland when we received a TCASII RA to descend. I descended approximately 100 ft and the TCASII said 'clear of traffic.' I told the first officer to inform ATC. Bay approach informed us that the traffic 'just popped up. No further action was taken.

Title: MD11 FLT CREW INITIATE EVASIVE TCASII DSCNT MANEUVER ON APCH TO OAK. NCT CTLR ADVISES AFTER EVENT WAS RPTED THAT TFC 'JUST POPPED UP.'
Narrative: WE WERE IN LEVEL FLT ON RADAR VECTORS TO OAKLAND WHEN WE RECEIVED A TCASII RA TO DSND. I DSNDED APPROX 100 FT AND THE TCASII SAID 'CLR OF TFC.' I TOLD THE FO TO INFORM ATC. BAY APCH INFORMED US THAT THE TFC 'JUST POPPED UP. NO FURTHER ACTION WAS TAKEN.
