Narrative:
At XA25 local time, the tower was closed. There are several runways at ilm. We were delayed for maintenance and running behind schedule. We taxied out to runway 6. As we were taxiing, the first officer received his clearance from ZDC. We were released and as we taxied out completed all checklists including the takeoff checklist. With the taxi and landing lights on along with other bright lights in the airport area, we took off. The captain was the PF and as I rotated, I noticed that the runway lights were not on for runway 6. The chart said HIRL and I attempted to activate the runway light on the CTAF, but it did not operate runway 6 lights. Factors: crew up at XA25, maintenance delay of approximately 25 mins and a brand new first officer with approximately 500 hours total flight time and approximately 30 hours in an EMB120. Callback conversation with reporter revealed the following information: reporter states that he did not learn until reviewing the AFD, after submitting this report, that the airport did not have any provision for pilot activated runway lights for runway 6.

Title: ACR LTT CAPT TOOK OFF AT NIGHT ON AN UNLIGHTED RWY DUE TO THE RWY LIGHTS NOT BEING SELF ACTIVATED BY THE PLT WHEN TWR IS CLOSED.
Narrative: AT XA25 LCL TIME, THE TWR WAS CLOSED. THERE ARE SEVERAL RWYS AT ILM. WE WERE DELAYED FOR MAINT AND RUNNING BEHIND SCHEDULE. WE TAXIED OUT TO RWY 6. AS WE WERE TAXIING, THE FO RECEIVED HIS CLRNC FROM ZDC. WE WERE RELEASED AND AS WE TAXIED OUT COMPLETED ALL CHKLISTS INCLUDING THE TKOF CHKLIST. WITH THE TAXI AND LNDG LIGHTS ON ALONG WITH OTHER BRIGHT LIGHTS IN THE ARPT AREA, WE TOOK OFF. THE CAPT WAS THE PF AND AS I ROTATED, I NOTICED THAT THE RWY LIGHTS WERE NOT ON FOR RWY 6. THE CHART SAID HIRL AND I ATTEMPTED TO ACTIVATE THE RWY LIGHT ON THE CTAF, BUT IT DID NOT OPERATE RWY 6 LIGHTS. FACTORS: CREW UP AT XA25, MAINT DELAY OF APPROX 25 MINS AND A BRAND NEW FO WITH APPROX 500 HRS TOTAL FLT TIME AND APPROX 30 HRS IN AN EMB120. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT HE DID NOT LEARN UNTIL REVIEWING THE AFD, AFTER SUBMITTING THIS RPT, THAT THE ARPT DID NOT HAVE ANY PROVISION FOR PLT ACTIVATED RWY LIGHTS FOR RWY 6.
