Narrative:
Air carrier X B767-300 aircraft abc departure flight xyz. It was decided to defer #1 engine high pressure shutoff valve. While following air carrier X deferral procedures (maintenance procedures), a discrepancy was found. Item for high pressure shutoff valve actuator locking pin was to be lock-wired. The pin head is not drilled for lock-wire. Line maintenance was contacted, 'if the head is not drilled the aircraft does not fly.' a high pressure shutoff valve from stock was inspected - its head was not drilled. I contacted local engineer. He felt lock-wire was not necessary. He contacted line maintenance, team leader was called to the aircraft. He read the MEL and spoke with maintenance. A decision was made that lock-wire was not required. Team leader inspection the high pressure shutoff valve and signed off the MEL complete, without lock-wire. I was then required to release the aircraft on an ETOPS flight. Supplemental information from acn 508419: resolution: either the MEL must be modified or the valves need to be equipped with a provision for lock-wire.

Title: A B767-300 WAS DISPATCHED IN NON COMPLIANCE WITH MEL. SPECIAL PROC NOT ACCOMPLISHED DUE TO HIGH PRESSURE SHUTOFF VALVE LOCK PIN NOT DRILLED FOR SAFETY WIRE.
Narrative: ACR X B767-300 ACFT ABC DEP FLT XYZ. IT WAS DECIDED TO DEFER #1 ENG HIGH PRESSURE SHUTOFF VALVE. WHILE FOLLOWING ACR X DEFERRAL PROCS (MAINT PROCS), A DISCREPANCY WAS FOUND. ITEM FOR HIGH PRESSURE SHUTOFF VALVE ACTUATOR LOCKING PIN WAS TO BE LOCK-WIRED. THE PIN HEAD IS NOT DRILLED FOR LOCK-WIRE. LINE MAINT WAS CONTACTED, 'IF THE HEAD IS NOT DRILLED THE ACFT DOES NOT FLY.' A HIGH PRESSURE SHUTOFF VALVE FROM STOCK WAS INSPECTED - ITS HEAD WAS NOT DRILLED. I CONTACTED LCL ENGINEER. HE FELT LOCK-WIRE WAS NOT NECESSARY. HE CONTACTED LINE MAINT, TEAM LEADER WAS CALLED TO THE ACFT. HE READ THE MEL AND SPOKE WITH MAINT. A DECISION WAS MADE THAT LOCK-WIRE WAS NOT REQUIRED. TEAM LEADER INSPECTION THE HIGH PRESSURE SHUTOFF VALVE AND SIGNED OFF THE MEL COMPLETE, WITHOUT LOCK-WIRE. I WAS THEN REQUIRED TO RELEASE THE ACFT ON AN ETOPS FLT.
